Some organizations identify a set of Key Performance Indicators (KPI's) during brainstorming sessions to identify the aspects of the organization that requires monitoring to achieve their performance targets. In many instances the entire scorecard tends to have a database bias.
The list of KPI's may include the major perspectives of a BSC but the measures may appear to be unrelated (causal relationships not defined) and there is no easy way to see the cause-and-effect relationships among them. Not identifying the causal relationships between KPI's may not highlight the negative impacts that one KPI may have on another.
The KPI's therefore having a very flat structure with a lot of scope for different interpretations by different stakeholders.
